Installation of Solar Mailbox Lights

Hello Painted Hills Residents,
The Board of Directors has approved a small lighting project to improve visibility and safety around several of the community’s cluster mailboxes.
What’s Being Installed & Where
Tru Blu Electric has been contracted to install seven (7) new solar light poles next to selected cluster mailboxes throughout the community. These lights will be installed in the Public Utility Easement (PUE) where the mailboxes are already located. To clarify, this strip of land is not part of any private homeowner’s property. Please see the attachment for details of the seven (7) locations.
Why Only 7 Locations Right Now?
The Board would ultimately like to add solar lighting at all mailbox locations. However, under the Davis-Stirling Act (California Civil Code §5605(b)), the Board may not spend more than 5% of the Association’s budgeted gross expenses on new capital improvements in a given year without a vote of the membership.
To stay within that limit, the Board approved installation at seven (7) of the darker mailbox locations as a first phase. If this initial phase is well received by the community, the Board plans to initiate a membership ballot so owners can vote on proceeding with the remaining mailbox locations as a member-approved capital improvement.
Project Timing & What to Expect
Contractor: Tru Blu Electric
Current work: Digging small holes and setting concrete forms for the light poles at the selected locations
Next steps: Installation of the poles and solar light fixtures over the next couple of weeks, weather permitting
There may be brief localized activity around the mailboxes while work is underway, but access to mailboxes will be maintained as much as possible.
